Scope and Set-up
Article 66
1. The Provincial President shall, on
recommendations of his Council, determine Organisational Districts of the
Jama’at.
1.
The District
set-up shall comprise of the District President, District Council, and
District Secretary; unless the circumstances demand for some other set-up as
a temporary arrangement.
2.
District set-up
shall be subordinate to the Divisional set-up, and shall keep contact with
higher set-ups through it.
3.
Obedience to the
District set-up shall be binding on the Jama’at members of the District.

The District President
Status
Article 67
A person shall be responsible for the District set-up, to be
called “District President”. His position shall be of the
representative of the Central President and he shall be answerable to the
Presidents of higher set-ups.
Appointment and dismissal
Article 68
The Central President shall Appoint or dismiss the District
President in consultation with the Provincial and Divisional Presidents; and
in doing so shall give as much consideration as possible to the opinion of
members from the District besides keeping in view the interests of the
Jama’at. The appointment of the District President shall be for two years.
Article 69
Before taking charge of office, the District President shall
take oath before the Provincial President or a person or persons appointed
by him, as given in Appendix I of this Constitution.
Article 70
The District President shall be responsible for the whole
set-up of the Jama’at’s in his District, and his duties and powers shall be
basically same as those of the Divisional President in the Division.

District Council
Composition and Tenure
Article 71
District Council shall be established only in those districts
where there are at least 20 member of the Jama’at or the number of the
subordinate units is not less than five; unless in the opinion of the
Provincial President, the requirements of a particular district demand
changing of this rule.
Article 72
1.
District Councils shall be
directly elected by the members of the district.
2.
The number of
members of the Council shall be determined by the District President.
3.
Members of the
Council shall be elected for one year.
Article 73
The District President shall be the Chair and the
District Secretary ex-officio member and secretary of the District Council.
Article 74
The District President shall convene the inaugural session of
the new District Council within one month of its election, where every
member shall individually take the oath before the District President as
given in Appendix 2 of this constitution. Afterwards, the District President
shall apprise them about their duties and responsibilities as well as
prevalent situation and state of affairs of the Jama’at in the District.
Relationship between the District President and the Council
Article 75
1. Except for the day-to-day affairs, the
District President shall decide on all the important matters in consultation
with the District Council.
2. In case of discord between
the District President and the Council, the case shall
be referred to the Presidents of higher set-ups.
Article 76
District Council shall meet thrice a year for ordinary
session.
Article 77
Extraordinary session of the District Council may be called
any time under the following conditions:
a. District President
considers it necessary.
b.
At least 2 of the
Council’s members requisition it in writing.
c. The District Department for Organisational
Affairs, in case of absence of the Divisional President, finds it necessary.
d.
Any President of
higher set-up orders to convene it.
Duties and powers
Article 78
The duties and powers of the District Council and of its
members in their district shall be the same as those of the Divisional
Council and its members in their division. (Article 63)

District Secretary
Article 79
1. The District Secretary
shall normally be appointed only in such districts where there are District
Councils. The District President shall make this appointment in consultation
with his Council.
2. Before taking charge of
office, the District Secretary shall take oath of office as given in
Appendix 3 of this Constitution.
3. District Secretary shall
remain in office as long as the District President is satisfied with his
work.
Article 80
The District Secretary shall be
the aide and representative of the District President in all matters of the
Jama’at in his District, and shall execute the duties assigned to him by the
District President and shall be answerable to him.
